I took a look at Delve and it doesn’t seem to be clear whether this is being actively developed, or being replaced by Project Cortext, which is due for release imminently. Do you have any insight into this?

We don’t believe it will be a replacement for Delve. Project Cortex is currently in private preview and looks like it will be until the end of June https://techcommunity.microsoft.com/t5/project-cortex-blog/applying-for-the-project-cortex-private-preview-april-2020/ba-p/1269287. Pricing and packaging have not been finalized. Project Cortex will be a premium service in Microsoft 365, and final packaging will be determined in part based on customer feedback as part of the private preview. So it will be interesting to keep an eye on it for sure! If you want to know more, Robert Crane goes through it briefly at the end of his M365May session, which is well worth a watch.
